		<description>Absolutely right.  Welfare is not real charity and the recipients know it is not given freely and therefore do not necessarilly feel grateful for it.  Before welfare, there was extended family support.  The obligation of extended family to provide help and even the structure itself dried up with the advent of welfare.  There is no great incintive to get back on your feet with welfare as there would be with a social network of real charity.

And yet sometimes people need help.  What do we do with the people who have learned all the wrong lessons through the system of failed schools, welfare and popular culture?  How can they be educated if they are into the third generation of self destructive behavior having learned all the while that they are not the problem?</description>
